[Debian-med-packaging] Bug#811379: libmia-2.2-dev: switch from libgsl0-dev to libgsl-dev

Hi,

you switched src:mia's B-D to libgsl-dev, but libmia-2.2-dev still
depends on libgsl0-dev which makes it a bit awkward to install right now
because apt/aptitude prefer to install the real package libgsl0-dev
(1.16+dfsg-4, which in uninstallble) over the virtual one provided by
libgsl-dev. This would clear up itself once the old libgsl0-dev goes
away, which requires the transition to have finished completely.
Also src:gsl probably want's to drop the convenience Provides:
libgsl0-dev at some point.
