[Debian-med-packaging] Bug#831516: RM: pbbam [i386 armel mipsel] -- ROM; Antiquated and prevents testing migration

The latest upload of the pbbam package has major changes, a new binary package,
and also runs a test suite. This test suite fails on 32-bit platforms,
where the original (very old version) used to be able to build.
The presence of the outdated binaries on the named architectures prevents
testing migration while upstream appears not interested in supporting them.

You might also prefer to remove the outdated binaries on the non-release
architectures for purposes of cruft removal.
