[Debian-med-packaging] ITK 4.10 transition

Hi Gert,

The upload of insighttoolkit4 (4.10.0-dfsg1-1) to unstable has started
an uncoordinated transition.

Please test that all reverse dependencies build successfully with the
new ITK version, and ensure that all reverse dependencies get rebuilt in
unstable. [0]

I have rebuild otb already, please coordinate the other rebuilds with
the maintainers in question, or talk to the Release Team to get them
binNMUed.
