[Debian-med-packaging] Bug#828837: python-pbconsensuscore: please also build a C++ library

Dear Maintainer,

I'm currently working to eliminate embedded code copies in another package
(spades) and ConsensusCore is used there as a C++ library.
I see that while this source package also contains the C++ code, it only
builds Python modules. It would be nice to also build a binary library
package, given that make/Cpp.mk alreasy seems to include a target for such
a library.
