[Debian-med-packaging] python-sqlsoup rebuild

Hi,

I want to get rid of python-sqlalchemy << 1.1 dependency in
python-sqlsoup and in order to do that a simple rebuild is needed.

I tested the code and it works fine with SQLAlchemy 1.1.

Are you OK with me NMUing the package (no other changes, just the
changelog mentioning rebuild)? (I'm also OK if you beat me to it and
upload it yourself :)
