[Debian-med-packaging] please requeue build for pbdagcon and blasr on mips64el

Hello,

The latest packaging of pbseqlib changed the organization of header
files. blasr and pbdagcon were changed to expect the new organization,
but pbseqlib didn't get built on mips64el in time. I hadn't set a
minimum version build-dependency because the relationship was not really
tied to the upstream release, but a "bug" in the layout of the header
files in the packaging on the previous version.
