[Debian-med-packaging] Bug#851830: khmer FTBFS on arm64: test failures

Hi Maintainer

You disabled arm64 for khmer and liboxli1 binary packages, but not for
liboxli-dev.
This prevented khmer from migrating [1] for the following reason:

liboxli-dev/arm64 unsatisfiable Depends: liboxli1 (= 2.0+dfsg-9)

However, I suspect that the build failure on arm64 was transient (and
it just built in Ubuntu), so I suggest re-enabling arm64 everywhere
and uploading again.
