[Debian-med-packaging] Bug#870784: mptp: Please stop building with -mtune=native

Hi,
Currently mptp builds with -mtune=native from the upstream source;
please remove this for the following reasons:

 * Not all architectures support this option, causing the package to
 * FTBFS

 * GCC for PowerPC has a bug[0] stopping it from working on some CPUs,
   and this is triggered on the powerpcspe buildds

 * Whatever GCC decides is best on the buildds may not be efficient on
   users' machines

 * The package cannot be built reproducibly unless the CPUs used to
   build it are sufficiently similar for GCC to use the same tuning
