[Debian-med-packaging] Bug#860631: What to do if arch:all package is lacking arch:any package on specific architecture

Hi,

there is a series of bugs filed about missing Build-Depends
python-pbcore on i386.  The problem is that the Arch:all package
python-pbcore Depends the Arch:any package python-pysam which is not
available on all architectures.

I wonder whether the issue would be more transparent when adding
python-pysam to the Build-Depends of the packages affected by a larger
series of bugs (two of these in CC #860631, #860615) and thus preventing
the autobuilders attempting to build what needs to fail.

Or is there any better solution for the issue?
