[Debian-med-packaging] Bug#855340: Spurious build dep on libssl-dev

An earlier version of vsearch was dependent on libssl for computing md5 and sha1 hashes, but the code for computing those hashes is now integrated in vsearch and it is no longer dependent on libssl. The dependency should be removed.
