[Debian-med-packaging] pbseqlib testing migration

Hello,

pbseqlib includes a metapackage (arch:all) to install its component
sub-libraries and development files (arch:any). Since its new dependency
pbbam is not available on 32-bit architectures, this metapackage is not
installable on i386 anymore. Testing migration appears to be blocked
because of this, even though the metapackage would not be new to Stretch:

Does this situation need a force hint? We need this to migrate in order
to prevent autoremoval of several other packages.
