Hi Andreas,

quick question, possibly to just shine my ignorance, regarding "freeze
time".  According to

tomorrow we will enter only a soft freeze:

    2017-01-05: "Soft" freeze (no new packages, no re-entry, normal migrations) 

i.e. iirc and how described here -- there should be no new packages, big
core library migrations, and what was kicked out from testing, remains
kicked out.  But otherwise it should be ok to upload new versions of
leaf packages (and I still cherish/working on fresh pandas release
hopefully to resolve/skip outstanding tests failures, and since unstable
already carries non-migratable version)

or I have misunderstood soft freeze policy?
