[Debian-med-packaging] Bug#853737: phyml: Beagle library causes trouble on machines without proper graphics hardware

Justification: renders package unusable
Hi,
it turned out that the phyml executable that makes use of the beagle
library fails to work properly. It ends up in errors like:
beagleSetCategoryRates() on instance 0 failed:-4
For instance also the autopkgtest is failing[1]. Please provide the
default phyml executable in addition to the beagle linked one to enable
users using a working default.
