A patch might it explain my suggestion better! Firstly, don't
generate the symlinks:

Package libhts-dev ships the cram headers in
/usr/include/htslib/cram/, while package htslib-test will ship them in
/usr/share/htslib-test/cram/, so the packages should be
co-installable.
