[Debian-med-packaging] ugene - why is it in nonfree ?

I recently tried to install the debian package "ugene", and learned that
it is available only through the non-free repository [1].

The official webpage of ugene [2] says UGENE is licensed under GPLv2. 	

Can you clarify why it's in nonfree ? If there is no good reason, I
suggest to move ugene to the main repository.
