[Debian-med-packaging] Please provide a download page for Random123 that is not enforcing acceptance of a license

Thanks for packaging this for the Debian community.  We
appreciate that this will increase the reach of Random123
enormously.

I'll mention your concerns about the CGI script to management
and if I can make any headway, I'll get back to you.
