[Debian-med-packaging] Bug#859091: mapdamage: Missing dependencies prevent proper functionality

Hi,

when Nadiya Sitdykova tried to create an autopkgtest it turned out
that several dependencies were missing.  The missing dependencies
to run documented mapdamage tests successfully are:

        python-pysam,
        r-cran-inline,
        r-cran-ggplot2,
        r-cran-gam,
        r-cran-rcpp,
        r-cran-rcppgsl,
        libopenblas-dev | libblas-dev   | libatlas-base-dev | libblas.so,
        libopenblas-dev | liblapack-dev | libatlas-base-dev | liblapack.so

A working patch is commited to packaging Git.
