`shuf` or `sort -R` from the coreutils package; I think that they were not
widely available when `shuffle` from filo was written.

I think that datamash is more generic.  Also, while it was inspired by
bedtools' groupBy, it did not gain a large user base.  `stats` for filo
was even less used (which is why nobody complained that it is in /usr/lib/).
