[Debian-med-packaging] Bug#862118: ea-utils: New upstream version available

Upstream has started tagging releases on Github and I injected the
latest version into packaging Git.  Unfortunately the upstream source
contains a new third party project HyperLevelDB which should be packaged
separately.  Since my priorities are currently somewhere else I just
leave the packaging Git just with a note in d/changelog and file this
bug report to make some noise about this new version which is not yet
visible via uscan.

Anybody can feel free to take over.
