All combinations are possible, for example:

dpkg --add-architecture s390x
apt-get update
apt-get install hello:s390x

$ hello
bash: /usr/bin/hello: cannot execute binary file: Exec format error
$ file /usr/bin/hello 
/usr/bin/hello: ELF 64-bit MSB shared object, IBM S/390, ...
$
