[Debian-med-packaging] libminc has build test errors after using debhelper 10

Hi Steve,

in the process of migrating all our packages to SVN I'm facing some
trouble with libminc which is now at

   https://anonscm.debian.org/git/debian-med/libminc.git

I guess switching to debhelper 10 has caused some different build
behaviour but using --no-parallel did not changed anything.  So I left
this debhelper compat level and ask you whether you might have some idea
what might cause:

I think there is a good chance that the issue is not related to my
changes but rather to a change in hdf5.  Could you please have a look?
