[Debian-med-packaging] Bug#877526: igraph_opt not usable

It is not possible to set igraph options:

> igraph_opt("return.vs.es")
Error in get_config(paste0("igraph::", x), .igraph.pars[[x]]) :
  could not find function "get_config"


This is due to no_pkg_config_dependency.patch that does not properly remove all
calls to get_config (the same seems to be true of set_config{,_in}).

In particular, this issue this creates an autopkgtest failure for r-cran-phangorn.
