This warning is only relevant for 16 bit Jpegs and the comment in the
source code states: 

dcmjpeg/libijg16/jccolor.c

 16-bit per pixel is used with lossless JPEG only, and we don't convert
 RGB to YCC in lossless mode.

hence the code should never be run in this case.
