[Debian-med-packaging] Bug#894751: Another upload of libbpp* packages with complete CeCILL license is needed

Hi Julien,

as you might have noticed I fixed #894751 quickly to enable progress in
the libbpp* library set.  I agreed with ftpmaster Thorsten Alteholz that
we'll do so in all other libbpp packages as soon as possible and he
agreed to my argument that it is better than rejecting the packages since
the new packages might trigger some other issues after the ABI change
we could fix as well in another upload.  I just fixed the licence in Git
of all libbpp* packages.  Please let me know whether you might plan some
other change in the next couple of days.  Otherwise I'll go for a quick
upload to fullfill my promise to ftpmaster. ;-)

BTW, please check all other packages of yours.  The CeCILL license needs
to be included in full text to fullfill the "isolated island" criterion
which means that the user needs to be able to read the full text of a
license even when beeing offline.  Since Debian is not providing a copy
of the CeCILL license a full copy is needed.
