[Debian-med-packaging] Bug#895339: libbpp-phyl: FTBFS: Could not find compatible version of bpp-seq

Hi,

this bug comes somehow "expected" since I realised that libbpp-phyl
2.4.0 was not uploaded.  All other libbpp* libraries are at version
2.4.0 but libbpp-phyl is the old version.  I try to upload it since two
days but some issues with ftp-upload seem to prevent the usual
propagation to new -> unstable.  I'm currently sorting things out
with the help of ftpmaster.
