[Debian-med-packaging] Migrating libharu from Alioth to Salsa

Hi Johan,

in close to two weeks Alioth will be shut down.  I have migrated several
packages from Alioth to Salsa.  I'd offer to do this for libharu since
it is a predependency for the Debian Med package emboss.  When doing so
I could also bump Standards-Version and do some package upgrades if you
agree.
