[Debian-med-packaging] Bug#896642: RM: sniffles [mips hppa powerpc sparc64] -- ROM; does not function

Previous versions of the package did not hae any tests to run. The
latest version now does, and the tests failed on the named
architectures. It has probably never worked with the previous versions
either, and the lack of an updated build on mips is now preventing
migration to testing.
