I performed the modularization a few years back when converting to a maven build architecture. One of the problems being addressed in that process was eliminating circularities among the graph of batik artifact dependencies, which resulted in the current modularization choices. It is clear that other choices are possible as well, and it is only in the use of these artifacts in a particular application of batik that it can be determined whether the modularization is adequate or needs improvements.

I am not (at present) working on batik, and I know of no member of the XML Graphics project that is planning to make changes, other than Simon's work to respond to occasional bug requests.

In light of the volunteer nature of the project, I suggest you contribute one or more patches that addresses the issues you encounter.
