[Debian-med-packaging] Very frequent package uploads of certain packages

Hello!
I have noticed that certain packages from the Debian Med Maintainers like seqan2
show up very frequently on our buildds. Since building packages costs resources,
speak CPU time and thus energy, it would be nice if uploaders would rather test
their packages on the porterboxes [1] instead of abusing the buildds for such
tests (e.g., testing the various optimization levels for mips*).
Please also keep in mind that once a package has been picked by a buildd for
building, the buildd will finish the build even when after a new version
of the package was uploaded. This is especially annoying when a package
takes a long time to build. The buildd will be blocked building an outdated
package unless someone intervenes to kill the build process manually.
