That's the only version it actually supports. Yes, it's possible to
build ncbi-blast+ with libpcre2-dev present and libpcre-dev absent --
but that's only because it falls back on a convenience copy of libpcre
when it can't find an external installation.
Since all use of pcre is via a small wrapper, I suspect it wouldn't be
difficult to let ncbi-blast+ actually build against pcre2, but it would
take more than simply flipping the build dependency.
