Thanks for the confirmation.  I have no idea how long the fix from arpack side will last.  It received some responses in a short time frame - also the Debian maintainer (sylvestre) involved.  So may be "do nothing and wait for 3 days" is a sensible approach and deactivating the test plus lowering the severity of the bug (not closing it) might be a sensible approach to the issue.
