If it is non functional, shouldn't the severity be adjusted?

Sorry, I don't have the time to go through all the bug log. But yes, there is a
procedure to update packages in stable, it's called a stable update. Please file
a stable-pu bug with `reportbug release.debian.org' and attach a debdiff built
and tested against stretch.
