r-cran-shiny depends on r-base-core.

r-base-core is a metapackage intended to pull in a subjective collection
of R-related packages.

r-cran-shiny should only _depend_ on packages that are _always_ required
for _any_ possible use or it - which is not the case for metapackages.

Please therefore remove the dependency on r-base-core (or lower to merely
a suggestion), and replace with dependencies/recommendations/suggestions
as appropriate.
