I guess you used the same text for all bugs about normalize.css.  r-cran-shiny
ships the copy in

   /usr/lib/R/site-library/shiny/www/shared/ionrangeslider/css/normalize.css

I can not find a package libjs-normalize.css and when trying

$ apt-file search normalize.css

I can only find packages which probably received your bug report but not
a real solution how to fix this.
