[Debian-med-packaging] Bug#895765: Bug#895765: IGV FTBFS with Java 11

additional remark:

igv will in this case need to depend on java >= 11 as this modification for build and runtime will work only for jdk11 and above

this jdk module/deprecation transition is quite a pain and make it difficult to get packages work for different jdk versions....
