[Debian-med-packaging] Bug#910750: pycorrfit: build-deps on libpython3-all-dev but only builds for one python3 version

Hi,

pycorrfit builds its extensions for the default python3 version, which is quite
alright given pycorrfit is an app and not a public module. However, there doesn't
seem to be a need to build-dep on libpython3-all-dev. Just python3-dev (which
is already a build-dep) would be enough.

Thus please drop the libpython3-all-dev, that should avoid false positives and
unnecessary rebuilds when adding or removing python3 versions to the supported
list.
