[Debian-med-packaging] Package python-dictobj moved to DPMT

Hi Olivier,

I realised that python-dictobj has no rdepends in Debian Med and may be
this kind of generic package is better maintained in DPMT anyway.  Thus
I moved the repository and uploaded with updated Vcs fields.

Since I was quite sure you would not mind I was doing this without
asking before. ;-)
