Unfortunately, the build log linked above does not really provide much information. To me it looks like the build failed after not being able to fetch build dependencies from 127.0.0.1, which does not look package-related to me:

AFAICS the build never proceeded to the actual compilation phase. How do we proceed with this bug report? There’s not much I think I can do here. ariba builds fine with me with the current gcc-9 in experimental (gcc version 9.0.1 20190402 (experimental) [trunk revision 270074] (Debian 9-20190402-1)).
