[Debian-med-packaging] Bug#933649: libvcflib1: manpage vcflib in wrong package

  Hi,

  The vcflib(1) manpage for the vcflib wrapper is provided
in the libvcflib1 package instead of the libvcflib-tools
(where the vcflib wrapper is present)
  A user found the manpage on the web:
https://manpages.debian.org/stretch/libvcflib1/vcflib.1.en.html
and installed the cited package (libvcflib1). But then, even if
the manpage was present, she did not understand why the program
was not.

Note: if the manpage is moved, a Breaks/Replaces will be needed
in libvcflib-tools
