This is true but affects only one script in the tools package. If you 
encounter such files, please file a bug. As Debian does not want to have a 
license check on every package upload such stuff has to be cleaned up 
later.

Oh, that gives a totally wrong impression. For example in at-spi2-core ...
  Files: atspi/atspi-gmain.c
  Copyright: 2005, Red Hat, Inc.
    2002, 2003, CodeFactory AB
  License: AFL-2.1 or GPL-2+

... which is totally fine.
