[Debian-med-packaging] Bug#935185: building with nocheck doesn't disable tests

Hi,

when building with nocheck, the flags are set accordingly however the
tests are not skipped because they get invoked through 'dh_auto_test'
anyway.

It would be nice if you could do a conditional on nocheck arround an
(otherwise) empty override_dh_auto_test in rules.
