[Debian-med-packaging] Bug#935298: python-cogent: Port to Python3 needed

The code needs to be ported to Python3.

It might be that there is an official port at

   https://bitbucket.org/pycogent3/cogent3/

and I have opened an issue to clarify this and use release tags there

   https://bitbucket.org/pycogent3/cogent3/issues/18/please-tag-your-releases
