[Debian-med-packaging] Python3 port for velvet [Was: velvet_1.2.10+dfsg1-6_source.changes ACCEPTED into unstable]

Hi,

since Python2 is End Of Life at 2020-01-01 Debian will not ship it
with the next stable release.  I used 2to3 to create the patch

   https://salsa.debian.org/med-team/velvet/blob/master/debian/patches/2to3.patch

that enables running the scripts shipped with velvet with Python3.

I'd be happy if you would include the patch into your next upstream
release if you consider it correct and helpful.
