[Debian-med-packaging] Is it OK to move nitime and nipype to Debian Med team (Was: Request to join the Neurodebian group)

The topic is about the move of nitime to Debian Med team maintenance.

I agree that mixing two styles is confusing.  If its OK to loose some
history from the old packaging we should recreate from snapshot.  In any
case the result should be compatible with Debian Med policy thus using
pristine-tar imports of original tarballs.
