[Debian-med-packaging] Bug#922486: python3-sbml5: libsbml fails to import

Hi,

After installing python3-sbml5, it is not possible to import libsbml module:

Traceback (most recent call last):
  File "<stdin>", line 1, in <module>
ModuleNotFoundError: No module named 'libsbml'

I have found it when I was looking into python-cobra package that has
python3-sbml5 in its extra dependencies.
