[Debian-med-packaging] Bug#912586: python-cobra still fails it's autopkg tests

Hi,

I have just pushed a fix for this. In fact, the solution was proposed in
one of the previous messages [1]: the test suite was returning True some
time ago, but now it returns the exit code instead.

Some tests are `xfail`-ing (in the beginning I thought that's was the
problem) but as I understood they are expected to fail and that's why they
are ignored. For some other skipped tests, the extra dependencies are not
satisfied.
