AFAIK there has never been a coordinated transition for python-numpy.

Seeing how new upstream releases regularly break reverse dependencies,
uploading (pre-)releases to experimental first and notifying maintainers
of rdeps to test would at least enable some to limit the impact of numpy
upgrades.

Please try to convince the numpy maintainers to better coordinate numpy
upgrades if you're up to it, I am not.
