[Debian-med-packaging] Bug#942064: profphd: autopkgtest failure

Looking at this autopkgtest failure as part of the perl 5.30 transition in
Ubuntu, I see that the prof command as a whole is broken by this obsolete
syntax.

$ prof --help
Can't exec "pp_popcon_cnt": No such file or directory at /usr/share/profphd/prof/prof.pl line 15.
The Rost Lab recommends you install the pp-popularity-contest package that provides pp_popcon_cnt:

sudo apt-get install pp-popularity-contest
Assigning non-zero to $[ is no longer possible at /usr/share/profphd/prof/prof.pl line 139.

An autopkgtest regression is already a serious bug that blocks testing
propagation in Debian, and in this case the bug appears to be that the core
functionality of this package is completely unavailable with new perl.  So
I'm raising the severity to 'grave'.
