[Debian-med-packaging] Bug#958094: wise FTCBFS: hard codes the build architecture pkg-config

Looks like #956279 and hevea was insufficient to make wise cross
buildable. Its makefiles all hard code the build architecture
pkg-config. After making pkg-config substitutable, it does indeed cross
build. Please consider applying the attached patch.
