[Debian-med-packaging] Bug#968434: daligner FTCBFS: hard codes gcc

daligner fails to cross build from source, because the upstream Makefile
hard codes the build architecture compiler gcc. Please make it
substitutable. I'm attaching a patch for your convenience.
